RESOLUTION TO ADOPT THE FISCAL YEAR 2008 BUDGET – REQUESTED INCREASES
WHEREAS, the Alabama State Board of Education desires to implement the best programs and initiatives possible for Alabama’s students and teachers; and
WHEREAS, the recommendations of a fiscal year budget that is to be sent to the Governor is developed and discussed with great care and research in order to maximize funds to improve Alabama’s public schools; and
WHEREAS, the Governmental Accounting Standards Board (GASB) has instituted a requirement of all states to report on how each state will fund the health insurance costs of public employees; and
WHEREAS, the current practice of annual appropriations from the Alabama Legislature includes no method for developing a plan for long-term funding of the cost of health insurance for public employees:
NOW, THEREFORE, BE IT RESOLVED That the Alabama State Board of Education does hereby adopt a Fiscal Year 2008 Budget of requested increases for K-12 public education in Alabama and that included in the budget request is a recommendation for the establishment of a trust fund through a constitutional amendment to help accommodate the rising cost of health insurance for public employees, that the employee personal annual payments for health insurance be increased by a minimum of $15 million for Fiscal Year 2008, and that a cost of living increase be included in the Fiscal Year 2008 Education Budget in order to help employees defray the out-of-pocket expenses associated with an increase in health insurance premium payments.
