WHEREAS, Jeffrey Bynum attended the National Leadership Conference and Skills USA Championships sponsored by the National VICA Association on June 23-27, 1997, in Kansas City, Missouri; and
 
WHEREAS, Jeffrey Bynum was 1 of 13 students participating in the competition for Brick Masonry; and
 
WHEREAS, Jeffrey placed first in the nation in this competition in which he had to construct a project using brick, according to project specifications and drawings, within an allotted period of time before a panel of national judges; and
 
WHEREAS, Jeffrey was supported by C. W. Bynum, his advisor at Sparks State Technical College; and
 
WHEREAS, the State Superintendent of Education recommends approval:
 
NOW, THEREFORE, BE IT RESOLVED, That the State Board of Education does hereby commend Jeffrey Bynum for the honors he has brought to his school, community, and state.
