Mr. Fulton is responsible for the management and supervision of all aspects of the state Child Nutrition Program in both school nutrition and preschool nutrition settings. Activities include interpretation of federal laws and state laws, policies, program assessments, audits and reviews; the processing and allocation of United States Department of Agriculture commodities, operation of the statewide procurement system to insure high quality, cost efficient products for all school systems that participate, and the provision of training and technical assistance.

Activities include assessment of nutritional composition of school meals and interpretation
of federal and state laws related to the Child Nutrition Programs in schools.

- Pre-School Programs

Management and supervision of Child Nutrition Programs for pre-school children in day care facilities, family day care homes, summer food service programs, and adult day care. Activities include providing assistance to potential clients through training sessions to insure that appropriate guidelines are followed according to USDA regulations and procedures.

Mr. Speed is responsible for the management and supervision of the Food Distribution Program. Activities include development and implementation of warehouse/distribution contracts and processing agreements, and to insure compliance of appropriate federal and state rules and regulations.

The Manager for Financial Management and Compliance is responsible for ensuring that all Child Nutrition Programs’ recipient sponsors are monitored and audited in order to determine compliance with state and federal laws, regulations and guidance. Activities include the on-site performance of administrative reviews and program specific and limited scope audits, the issuance of reports, the resolution of the reports, and follow-up actions to determine that corrective actions have been implemented. Responsibilities also include financial management assessments, technical assistance and training the area of financial management of Child Nutrition Programs.
